As a strategic archipelagic state, Indonesia holds vital interests in maintaining sovereignty, defense, and maritime security. This article examines the integration of national and international law in regulating maritime defense and security, emphasizing the synergistic roles of the military and the Ministry of Marine Affairs and Fisheries (KKP). The study aims to analyze the effectiveness of the existing legal framework and its relevance to Indonesia’s vision as the world’s maritime axis. Using a normative juridical and comparative approach, the findings reveal that harmonizing both legal regimes strengthens Indonesia’s position in global maritime security governance and promotes national maritime defense independence
